Changed meds, but still picking. Behavioral or medical?

Hi everyone. I'm only recently realizing the extent to which picking has been a part of my life. It's been a constant since I hit puberty, and started getting acne. I didn;t know it at the time, but there were a lot of depression and anxiety issues going on too. I got a handle on the anxiety part of things about 6 years ago when I started taking Paxil for panic attacks. Things were great for a while, and when the Paxil stopped working, I switched to Celexa. Recently, the Celexa stopped working. This time, instead of getting panic attacks, my picking habit went from occasional to compulsive. Really, really compulsive. The Dr switched me back to Paxil, but I don't know if it's working. Things were great for about a week, and now I'm right back where I started. How do I know if it's a medication issue, or a behavioral one?
