18month Old Need a solution

Hi,
I have a small child that likes to pick. She started when there was a skin irritant (like dry skin or bug bite), but the scab keeps getting picked so it won't heal. After it heals, it reopens because of the habit.
I have tried anti-itch cream, cutting fingernails, and long sleaves. Are there some toddle gloves or other strategy? Can you suggest a fingernail cutting technique (our's isn't that effective) or a different cream?
